HAPEI signs three-year partnership with Kaduna State Peace Commission

KADUNA – HAPEI and the Kaduna State Peace Commission today signed a three-year memorandum of understanding formalising our joint work on community-level conflict prevention across the state. The agreement covers eleven existing dialogue sites and provides for the opening of five additional sites by mid-2028.

Under the terms of the MOU, HAPEI will lead facilitator training, curriculum development and monitoring, while the Peace Commission will provide operational coordination with local government and security stakeholders. Both parties will jointly host quarterly review sessions and publish an annual report on progress.

Speaking at the signing ceremony in Kaduna, HAPEI Executive Director Ifeoma Anigbogu said the partnership formalises what has been three years of successful informal collaboration. “The people we serve benefit most when local and civil society actors move in the same direction. This partnership makes that alignment explicit and sustainable.”

Kaduna State Peace Commission Chair, Ambassador Yakubu Sule, described the partnership as timely. “The last two years have shown us that community-level dialogue prevents escalation in ways top-down interventions rarely can. HAPEI has been a serious, evidence-based partner. We look forward to scaling this work together.”

Background

HAPEI has operated in Kaduna State since 2022. The eleven current dialogue sites have collectively engaged more than 900 residents and are credited with de-escalating three localised tensions in the last twelve months. An independent evaluation of the program is scheduled for late 2026.
